Twenty 20 years ago, this principle was identified in the research that helped shape the Basic Concepts Programme.

It became more than a research finding. Teacher training and ongoing support were built into the programme because sustainable educational change depends on the people who mediate learning every day.

Twenty years of implementation and experience have reinforced what we recognised then: supporting and developing teachers must be central to educational transformation.
